The bill, introduced by Democratic Senator John Rogers (John Rodgers) on Tuesday, says young people under the age of 21 are "not mature enough in terms of development" to safely own and use mobile phones. The bill cites fatal car accidents and bullying among teenagers as grounds for the proposed legislation.
"The use of mobile phones while driving is one of the main killers of American teenagers," the bill said. " "Young people often use mobile phones to bully and threaten other young people, and these activities are related to many suicides." The bill would provide that anyone under the age of 21 who owns or uses a mobile phone is liable to up to one year in prison and a fine of $1000.
The bill says that if people under the age of 21 are "not mature enough" to own guns, smoke or drink, then the same rules should apply to the use of mobile phones. In recent years, the state has passed a law raising the minimum age for smoking to 21 and banning the sale of guns to people under the age of 21.
